Have you also noticed the small lights next to the top icon ? It's actually a meter that counts down the remaining time before the light changes colour. It's really usefull because most lights don't last the same amount of time and some even last more than 1 minute and a half.
In japan, things are more adapted for handicaped people than in most countries. Therefore, a series of beeps indicate to blind people that they can cross the road when the light turn green, something that is still taking it's first faltering steps in most countries.
